The Oklahoma State Bureau of Investigation is investigating officials at the City of Pawhuska after Police Chief Lorrie Hennesy and another officer were put on leave.
An internal memo from the city manager to the Pawhuska City Council says police Chief Hennesy violated department policy on several occasions, including one incident where City Manager Jerry Eubanks said the chief sent Eubanks what he called a menacing photo of Chief Hennesy with her gun unholstered.
The memo written by Eubanks details another incident where Eubanks says another officer placed his gun against the back of Eubanks's chair as a joke.
Hennesy's attorney refutes the claims and says Hennesy is fully cooperating with the OSBI.
The attorney says the city manager also should have recused himself from the city's investigation since he was involved in the incidents.
